Elite Division Administrator: Tim McCoy



General Information

The Eastern Regional League (ERL), shall be managed by a league administrator and supervised by the Region I Commission.

Members of the Region I Commission shall include: (a) the Commission Chairperson who shall also be the US Youth Soccer Region I Representative/Chair; (b) three (3) Region I member State Association Directors of Coaching to represent the teams interest (c) three at large members presenting player interests; and (d) the League Administrator and Division Commissioners.

The Region I Commission will have authority, to promulgate all league rules, policies and procedures reasonable and necessary for the administration and growth of the league.

The ERL shall operate two separate playing sessions. The Spring Session will be played between January 1 and July 31; and the Fall Session will be played between August 1 and December 31. The Region I Commission shall determine the start and end dates of each session within the parameters of the calendar as outlined above

All member teams of the ERL shall have contact information on file with the ERL including, but not limited to (a) the Team Manager’s Name, Address, Phone Numbers and valid e-mail address and (b) the Team Coach’s Name, Address, Phone Numbers and valid e-mail address. E–mail will be the primary means of communication within the ERL. It is the responsibility of each team to ensure that accurate contact information is on file with the ERL

All teams must be properly registered competitive teams that meet the requirements for participation and are in good standing with their respective member State Association.

All teams applying for membership in the ERL must be approved by their respective State Association. Teams competing in the ERL must satisfy eligibility requirements for the US Youth Soccer National Championship Series.

Teams approved to participate in the ERL by their State Association are not automatically accepted into the ERL The ERL Commission will evaluate all State Association’s approved teams and determine final acceptance into the ERL based on the number of positions available and the configuration of teams in each tier and bracket. It is understood that State Associations shall not unreasonably withhold approval for a team application if such team has earned a Elite Division or Premier Division team slot. 

The entry fee is $550.00.


Qualifications for Entry

The ERL is available ONLY to those teams within the 15 State Associations of Region I. Only a US Youth Soccer organization member can apply to compete in the Region I Eastern Regional League. Any US Youth Soccer club or organization that attempts to sponsor a non US Youth Soccer team is subject to disciplinary action and dismissal of the sponsored team.

The Eastern Regional League is a qualifying league for the National Championship competition. .

There will be promotion and relegation between the Divisions starting 2016.

  • Under 12 Boys & Girls 8 v 8 and 11 v 11
  • Under 13 Boys & Girls
  • Under 14 Boys & Girls

  • Under 16 Boys & Girls
  • Under 17 Boys & Girls
  • Under 18 Boys & Girls

 

League Information

The league will consist of up to 32 teams in each division for both boys and girls in each age group. The league session will begin in March and will end in May. The thirty-two (32) teams will be divided into groups of eight (8) in at least four (4) geographic brackets. Each team will play each team in their bracket once. Games will be played on weekends, primarily on Saturday, and there will be one (1) game scheduled each day. If the teams have no conflict with either team’s state cup, then a game can be scheduled on both Saturday and Sunday.

 

Team Acceptance

The Elite Division of the Eastern Regional League is for the top 32 teams throughout the Region in the U-12 through U-18 age groups for both girls and boys. The competition is designed to allow the very best teams in Region I to play each other in a league format.

Automatic bids to the Elite Division will be given to

  • The finalists of the previous year's Regional Championship
  • The top two teams in each of the geographical brackets of the division from the previous year's Division 1 - 2015 League play
  • Promotion from Division 2 - 2015

 

The Premier Division is for those teams that did not qualify for the Elite Division, chose to play in the Primer Division, or were relegated out of Division 1-2015.

The Championship Division is for those teams that did not qualify for the Elite Division or Primer Division or are new to the Region I Eastern Regional League.

Rosters

All teams must demonstrate a continuity of roster from the previous year to the current year. To demonstrate continuity of roster, a minimum of 9 of the players from the team's previous year roster must be on the team's current roster. Any team that does not meet the continuity of roster requirement will be fined $2000 and will be automatically removed from the league. Teams that are new to the league must submit their roster with their League Application.

 

Wildcards

The Boys and Girls U 13, 14, 15, 16, 17 and 18 Champions of the Elite Division will be the automatic wildcard (regardless of their team's actual age level) for the Boys and Girls U 13, 14, 15, 16, 17 and 18 Region I National Championships respectively.

  • If an Elite Division Champion is a State Champion, the wildcard of that age group will go to the Elite Division Runner-Up.
  • If the Runner-Up is a State Champion, the wildcard of that age group will go to the Elite Division third place team.
  • If the third place team is a State Champion, the wildcard of that age group will go the Elite Division fourth place team.
  • If the fourth place team is a State Champion, the wildcard of that age group will go the Elite Division fifth place team.
  • If the fifth place team is a State Champion, the wildcard of that age group will go the Elite Division sixth place team.
  • If the sixth place team is a State Champion, the wildcard of that age group will revert back to the Region I Championship Committee.

There will be no play off to determine the fifth and sixth place team. The league's tie breaker rules will be applied to the two teams finishing in third place in each division to determine the fifth and sixth place teams.

Teams participating in the Boys and Girls U12 through U18 Elite Division are subject to their own State Associations National Championship State Cup Rules as well as all US Youth Soccer National Championship Rules.

A team that participates in the Boys and Girls U12 through U18 Elite Division and does NOT participate in their State Association's National Championship State Cup Competition CAN NOT be the automatic wildcard and/or alternate.

A team who captures the Boys and Girls U13, through U18 Elite Division Championship and has forfeited a game(s) in their State Association's National Championship State Cup Competition (either prior to or after the Eastern Regional League Competition) CAN NOT be eligible for an automatic wildcard and/or alternate in the Region I National Championships.

 

Guest Players

Up to three (3) club pass players are allowed. 

Forfeit Fee

Any team forfeiting a game will be fined $250 and will also have to pay the entire referee fee of the forfeited game. Any team forfeiting a game after April 15th (of the current season) will be fined $500 and will also have to pay the entire referee fees of the forfeited game.

Uniforms

Teams playing in the ERL are only permitted to wear the following on their game uniforms:

(a) US Youth Soccer logo

(b) Their individual club and/or team logo and team sponsor logo

(c) Manufacturer of uniform logo

(d) Name and number of player

No other patches or logos are permitted unless written permission is granted by the ERL Commission.

Game Availability

All accepted teams must make themselves available for ALL Games.. Game schedules will be published by the League Administrator and will not be changed within 96 hours of the start of the scheduled match.


Teams must recognize that the Region I Leagues become their primary playing league. Teams are expected to play the published league schedule in preference to any other league competition in which they may be entered. This requirement also applies to tournaments that the team may enter. If your team is not prepared to play the published league schedule, your team should not enter the Eastern Regional League. Games associated with the National Championships Series such as the State Cup, take precedent over Eastern Regional League games.

Payment of Referee Fees

Each team will be responsible for bringing their half of the referee game fee to the field. A team that fails to pay their half of the fees will be fined $250.

Referee Assignment

Game Officials will be assigned by a designated certified state assignor.
